The reason why we don’t test on prisoners, no matter how heinous their crimes may have been has to do with several things. First, prisoners are considered a “vulnerable population” according to the Protection of Human Subjects in Research criteria established by the international medical and research community. Moreover, not everyone in prison is actually guilty of the crimes for which they’ve been convicted. Add to that the U.S.’s nasty history with violating the protections of human subjects who are NOT in prison (Tuskeegee anyone?) and its easy to see why we, as medical professionals and laboratory professionals do not want to do that.
